The CITY OF GREENVILLE, MISSISSIPPI will receive proposals for the HANGAR 450 ELECTRICAL REFURBISHMENT project located at the Greenville Mid-Delta Airport. Proposals will be received at the Council Chambers of City Hall, 340 Main Street, Greenville, Mississippi,
until 3:00 p.m., local time, on Wednesday, August 31, 2022, at which time and place all proposals will be publicly opened and read aloud. Proposals received after the stated time will not be accepted.

The work is generally described as follows:

This project will address the needed electrical improvements to Hangar 450 to support future maintenance, repair, and overhaul operations at the Greenville Mid-Delta Airport. The proposed improvements will replace the electrical system within the hangar. The scope of this project includes installing a new electrical system and appurtenances for compliance with NPFPA 409 and NFPA 70, and includes demolition of the existing electrical systems, improvements to the switchgear housing, modifications to the electrical panels, receptacles, and conduit runs for consistency with NFPA 70. In addition, the existing emergency generator will be refurbished.

An Informational Pre-Bid Conference Call will be held at 10:00 a.m., Wednesday, August 17, 2022. Bidders are urged to participate in the meeting / teleconference in order to submit an informed bid. Contact the office of the Engineer for phone number and meeting ID required to join the call.

Bid security in the form of a Bid Bond equal to 5% of the total bid is required. Contract security in the form of 100% Performance and 100% Payment Bonds will be required. No bid may be withdrawn after closing time for the receipt of proposals for a period of Ninety (90) days.

Each bid must be submitted in duplicate with bid security in accordance with the instructions to bidders which are found in the Project Manual. The Owner reserves the right to waive irregularities and to reject any or all bids.

Each electronically submitted bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids. Note – electronic bids must be secured with a bid

bond. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void.
This project will be funded under provision of the Airport and Airway Safety and Capacity Act of 1987. Certain mandatory federal requirements apply to this solicitation and will be made a part of any contract awarded, including but not limited to:

By submitting a bid under this solicitation, except for those items listed by the bidder on a separate and clearly identified attachment to its bid, the bidder certifies that steel and each manufactured product is produced in the United States (as defined in the clause Buy American – Steel and Manufactured Products For Construction Contracts) and that components of unknown origin are considered to have been produced or manufactured outside the United States.

ALL BIDDERS must be properly licensed contractors at the time of submitting bids in accordance with the provisions of the State of Mississippi and must indicate their current Mississippi Certificate of Responsibility number on the outside of the sealed envelope containing their Bid, and on their Bid.

The CITY OF GREENVILLE reserves the right to waive any informalities or irregularities in the bids received and to reject any or all bids or to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner’s best interests.
