Sealed bids will be received by the Hancock County Port & Harbor Commission (herein called “HCPHC” or the “Owner”) in the Hancock County Port & Harbor Commission’s Robert Kane Ad- ministration Center, Harry Farve Board Room 14054 Fred and Al Key road, Kiln, Mississippi 39521 until November 1, 2019, 10:00 A.M. at which time they will be publicly opened and read aloud for the following as described in the detailed specifications:

Construction will consist of furnishing, installing, and otherwise completing the Hancock County Port and Harbor Commission Stennis International Airport New Hangar Building MDEQ-18-00036 as described in the Bid Construction Documents (Drawings, Specifications, and Addenda).

Project Description:

The project will consist of new construction of a 24,903+/- Square Foot hangar building connecting to the south side of the existing terminal building and is intended to match the existing hangar building attached to the terminal building on the north side.

Any Contract awarded under this Advertisement for Bids may be paid for in whole or in part with grant funding from the Department of The Treasury and the Mississippi Department of Environ- mental Quality under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Re- vived Economies of the Gulf Coast Sates Act of 2012 (RESTORE Act). Any contract resulting from this solicitation will be subject to the terms and conditions of said funding award, the RESTORE Act Financial Assistance Standard Terms and Conditions and Program-Specific Terms and Condi- tion, the Standard Sub-Award Terms and Conditions, the RESTORE Act, 33 U. S. C.C 132 (t), Treas- ury Regulations 31 C.F.R. ss 34 et seq., including 31 C.F.R. ss 34, Subpart D, all applicable terms and condition in 2 C.F.R. Part 200 (including Appendix II to Part 200), and all other OMB circulars, executive orders or other federal laws or regulations, as applicable. The Mississippi Department of Environmental Quality, the United States, or any of its departments, agencies or employees is not and will not be a party to this invitation for Bids or any resulting contract.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.

All bidders must make positive efforts to use small and minority owned business and women business enterprises.

Each bid must be submitted in duplicate with bid security in accordance with the instructions to bidders which are found in the Project Manual. The Owner reserves the right to waive irregulari- ties and to reject any or all bids.

Each electronically submitted bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids. Note – electronic bids must be secured with a bid bond. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void.

ALL BIDDERS must be properly licensed contractors at the time of submitting bids in accordance with the provisions of the State of Mississippi and must indicate their current Mississippi Certificate of Responsibility number on the outside of the sealed envelope containing their Bid, and on their Bid.

In order to be considered, a bid for the Hancock County Port and Harbor Commission New Hangar Building, must be sealed, and have clearly written on the face of the envelope the fol- lowing: “Sealed bid enclosed for Hancock County Port and Harbor Commission Stennis Interna- tional Airport Re-design New Hangar Building MDEQ-18-00036 to be opened 10:00 A.M. local time, Friday, November 1, 2019.”

An informational pre-bid conference and site walk through will be held on Tuesday, October 15, 2019 at 3:00 P.M. local time. The meeting will begin at the HCPHC – Robert Kane Administration Center, Harry Farve Board Room, 14054 Fred ad Al Key Road, Kiln, MS, 39521, to review the pro- ject and answer contractor questions and then move to the project site for further review and questions.

A formal Bid bond, signed or countersigned by a Mississippi Resident Agent with Power of Attor- ney attached, a Cashier’s check, or a Certified Check for five (5%) percent of the bid amount payable to the Owner must accompany each proposal.

The attention of bidders is directed to the provisions of the various sections of the Project Manual pertaining to irregular proposals and rejection of bids.
