The Adams County Airport Commission will receive proposals for the “Taxiway B Medium Intensity Taxiway Lighting (MITL) and Beacon Replacement”, FAA AIP No. 3-28-0052-36-2023 / AIG No. 3-28-0052-37-2023 project located at the Natchez-Adams County Airport (HEZ). Proposals will be received at the Office of the Director of Aviation, Adams County Airport Commission, Attn: Richard Nelson, Director of Aviation, 434 Airport Road, Natchez, Mississippi 39120, until 11:00 A.M., local time, on April 26, 2023, atwhich time and place all proposals willbe publicly opened and read aloud. Proposals received after the stated time will not be accepted.

The work is generally described as follows:

This project will consist of replacement of the medium intensity taxiway lighting system for Taxiway Bravo, consisting of approximately 110 base mounted edge lights, new conduits, and new cables.

An Informational Pre-Bid Conference Call willbe held at 11:00 A.M. on April 13, 2023. Bidders are urged to participate in the meeting / teleconference in order to submit an informed bid. Contact the office of the Engineer for phone number and meeting ID required to join the call.

Bid security in the form of a Bid Bond equalto 5% of the total bid is required. Contractsecurity in the form of 100% Performance and 100% Payment Bondswillbe required. No bid may be withdrawn after closing time for the receipt of proposals for a period of one hundred twenty (120) days.

Each bid mustbe submitted in duplicate with bid security in accordance with the instructions to bidders which are found in the Project Manual. The Owner reserves the right to waive irregularities and to reject any or all bids.

Each electronically submitted bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids.Note – electronic bids mustbe secured with a bid bond. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void.

This project will be funded under provisionof the Airportand Airway Saf ety and Capacity Act of 1987. Certain mandatory federal requirements apply to this solicitation and willbe made a partof any contract awarded, including but not limited to:

By submitting a bid under this solicitation, except for those items listed by the bidder on a separate and clearly identified attachment to its bid, the bidder certifies that steel and each manufactured productis produced in the United States (as defined in the clause Buy American – Steel and Manufactured Products For Construction Contracts) and that components of unknown origin are considered to have been produced or manufactured outside the United States.

ALL BIDDERS must be properly licensed contractors at the time of award in accordance with the provisions of the State of Mississippi and must indicate their current Mississippi Certificate of Responsibility number on the outside of the sealed envelope containing their Bid, and on their Bid.

The Adams County Airport Commission reserves the right to waive any informalities or irregularities in the bids received and to reject any or all bids or to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner’s best interests.
