Sealed bids will be received by the Hancock County Port & Harbor Commission (herein called “HCPHC” or the “Owner”) in the Hancock County Port & Harbor Commission’s Robert Kane Administration Center, Harry Farve Board Room 14054 Fred and Al Key Road, Kiln, Mississippi 39521 until July 14, 2020, 3:00 P.M. at which time they will be publicly opened and read aloud for the following as described in the detailed specifications:

Construction will consist of furnishing, installing, and otherwise completing the Hancock County Port and Harbor Commission Stennis International Airport New Corporate Hangar Building as described in the Bid Construction Documents (Drawings, Specifications, and Addenda).

Project Description:
The project will consist of new construction of a 10,000+/- Square Foot hangar building and associated site work to include grading, paving and utilities.

Any Contract awarded under this Advertisement for Bids may be paid for in whole or in part with grant funding.

ALL BIDDERS must be properly licensed contractors at the time of submitting bids in accordance with the provisions of the State of Mississippi and must indicate their current Mississippi Certificate of Responsi- bility number on the outside of the sealed envelope containing their Bid, and on their Bid.

In the letting of public contracts, preference shall be given to resident contractors, and a nonresident bidder domiciled in a state, city, county, parish, province, nation, or political subdivision having laws granting preference to local contractors shall be awarded Mississippi public contracts only on the same basis as the nonresident bidder’s state, city, county, parish, province, nation or political subdivision awards contracts to Mississippi contractors bidding under similar circumstances. Resident contractors actually domiciled in Mississippi, be they corporate, individuals or partnerships, are to be granted pref- erence over nonresidents in awarding of contracts in the same manner and to the same extent as pro- vided by the laws of the state, city, county, parish, province, nation or political subdivision of domicile of the nonresident. In order to assure compliance, state law requires a non-resident bidder to attach to his bid a copy of his/her resident state’s current laws pertaining to such state’s treatment of non-resident contractors.

Bid documents are being made available via paper or digital copy. Plan holders are required to log-on or register for an account at www.mbakerplanroom.com to view and order Bid Documents. All plan hold- ers are required to have a valid email address for registration. Bid documents are non-refundable and must be purchased through the website. For anyone interested in submitting bids electronically in place

Each bid must be submitted in duplicate with bid security in accordance with the instructions to bidders which are found in the Project Manual. The Owner reserves the right to waive irregularities and to reject any or all bids.

Each electronically submitted bid must be submitted in “pdf” format and shall contain the same infor- mation and forms as required for the paper bids. Note – electronic bids must be secured with a bid bond. In the event that an electronically submitted bid has a corrupted attachment, the bid will be con- sidered null and void.

A formal Bid bond signed or countersigned by a Mississippi Resident Agent with Power of Attorney at- tached, a Cashier’s check, or a Certified Check for five (5%) percent of the bid amount payable to the Owner must accompany each proposal.

The HANCOCK COUNTY PORT AND HARBOR COMMISSION reserves the right to waive any informalities or irregularities in the bids received and to reject any or all bids or to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner’s best interests.

In order to be considered, a bid for the Hancock County Port and Harbor Commission New Hangar Build- ing, must be sealed, and have clearly written on the face of the envelope the following: Sealed bid enclosed for Hancock County Port and Harbor Commission Stennis International Airport New Corporate Hangar Building to be opened 3:00 P.M. local time, Tuesday, July 14, 2020.

An informational Pre-Bid Conference and site walk through will be held on June 24, 2020 at 10:00 A.M. local time. The meeting will conducted on the proposed project site and all bidders are urged to attend.

A formal Bid bond, signed or countersigned by a Mississippi Resident Agent with Power of Attorney at- tached, a Cashier’s check, or a Certified Check for five (5%) percent of the bid amount payable to the Owner must accompany each proposal.

The attention of bidders is directed to the provisions of the various sections of the Project Manual per- taining to irregular proposals and rejection of bids.
